ANYWAYS, 1156x656 does fit perfectly in 16:9 aspect ratio with a motion
UPSCALE of 12% in Premiere (set your value to 112-113% if in a 1280x720 project).
For those who use 640x360 settings, the motion
DOWNSCALE would be 43% in Premiere (set your value down to 57.0%) -- vegas uses the same principles.
Tested it myself without a problem.

1317x720 is an aspect ratio of 439:240 i believe ...yikes!
also Jerrel, make sure your fields are progressive scan as well, or it won't be 720
progressive.
